Time: 9:31 p.m. CEST

The United Kingdom Observatory for Human Rights explained that 21 people died, five of them children in the aircraft attack and artillery bombed rebel-held Aleppo, BBCNews reports. In the reported attack, “a hospital, blood bank and ambulances are reported to have been hit.” The airstrikes resumed on Tuesday and Russia announced the start of a major operation against jihadist in western Syria. On October 18, the government and its ally Russia halted air strikes to give civilians space to leave, but few used the opportunity.
